Delegate Cowles moves to amend the amendment on page 4, section 11, line 39, following the word “obligation”, by inserting a semicolon and the following: “Provided, That beginning July 1, 2019, amounts collected may not be utilized by the commissioner as needed to meet the division’s funding obligations”;

            On page 5, section 8, line 6, following the word “obligation”, by inserting a semicolon and the following: “Provided, That beginning July 1, 2019, amounts collected may not be utilized by the commissioner as needed to meet the division’s funding obligations”;
